Category-based draws are shaping immigration invitations and targeting key labor shortages in 2026.
Key Takeaways
- Targeted Express Entry categories in 2026 will focus on French speakers, healthcare, trades, and education occupations to meet Canada’s labour market needs.
- Eligibility for category-based draws requires at least 1 year of recent work experience in a targeted occupation or CLB 7 in French.
- IRCC selects categories based on labour market data, provincial input, and national priorities, with updates reported annually to Parliament.
- Applicants not in targeted categories can still enter the Express Entry pool and be selected through general or Provincial Nominee Program (PNP) draws.
What is a category-based draw?
Category-based draws are Express Entry invitation rounds that target candidates who qualify for a specific immigration category.
During these draws, Immigration, Refugees and Citizenship Canada (IRCC) selects candidates from the Express Entry pool who:
- Meet the requirements of a designated category
- Are eligible under an Express Entry program
- Have competitive CRS scores within that category
Candidates who meet these conditions may receive an Invitation to Apply (ITA) for permanent residence.
What are Express Entry Categories?
Express Entry categories are specific groups of candidates identified by Immigration, Refugees and Citizenship Canada (IRCC) based on skills, occupations, or language abilities that Canada needs in its workforce.
These categories allow the government to prioritize immigration candidates who can help fill labour shortages or support national priorities.
Instead of selecting candidates only by their Comprehensive Ranking System (CRS) score, IRCC can invite candidates who meet certain category requirements. This is done through Category-Based Draws, which target candidates in specific categories within the Express Entry pool.

How Canada Chooses Express Entry Categories?
IRCC chooses categories for targeted Express Entry draws based on the following factors:
- Labour market information and projections
- Input they receive from partners, including provinces and territories, and stakeholders across the country
Each year, IRCC reports to Parliament on the categories chosen for the previous year, including why and how they were chosen, the instructions to establish a category, and the number of invitations issued for each.
Canada will also include information about category-based Express Entry draws in the annual Express Entry Year-End Report.
In order to remain flexible to the labour market, IRCC will also monitor and assess categories regularly.
