The OINP International Student stream is for individuals who recently graduates from an eligible study program in Canada. Successful applicants to the OINP will receive a provincial nomination from Ontario, allowing the applicant to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent resident status. The spouse/common-law partner of the applicant, as well as any dependent children, may also be included on the application.
What is the OINP International Student Stream?
The Ontario Immigrant Nominee Program (OINP) International Student Stream — officially called the Employer Job Offer: International Student Stream — allows recent graduates from eligible Canadian post-secondary institutions to apply for permanent residence in Ontario if they have a full-time job offer from an Ontario employer.
This stream is part of Ontario’s Employer Job Offer category under the OINP, which enables Ontario employers to hire and retain international talent to fill skilled positions. It is designed for graduates who have completed a degree, diploma, or certificate program in Canada and intend to live and work permanently in Ontario.
The International Student stream uses the OINP Expression of Interest (EOI) system to invite the top-ranked candidates to apply, and unlike the OINP Masters Graduate or PhD Graduate streams, this category requires a valid job offer from an employer that meets OINP eligibility criteria.
Eligibility requirements: Applicants
Please note: this stream uses a points-based ranking system to invite candidates to apply for nomination. Meeting the minimum eligibility criteria does not guarantee you will receive an invitation. Refer to the section below for details on the points breakdown.
In order to be eligible for the OINP Employer Job Offer: International Student stream, candidates must meet the following requirements:
Canadian educational credential
- a degree or diploma that takes at least two years to complete if you study on a full-time basis, or
- a degree, diploma or certificate that takes at least one year to complete if you study on a full-time basis and that requires a completed degree as an admission requirement
This credential must have been completed at an institution in Canada and at least half of the program must have been completed while living and studying in Canada.
Job offer from an Ontario employer
Candidates must hold a job offer from an Ontario employer that meets the following conditions:
- for a full-time and permanent position
- for a position in Training, Education, Expertise, Responsibilities (TEER) categories 0, 1, 2, or 3
- be paid at a level higher than the low wage level for that occupation in the specific region of Ontario where the employment will take place
- the position must be urgently necessary to the employer’s business

Other eligibility criteria
Candidates must meet several additional eligibility criteria to apply:
- have the intention to reside in Ontario
- have legal status in Canada at the time of application and maintain that status during processing
- be medically and criminally admissible to Canada

Eligibility Requirements: Employers
To be eligible to provide a qualifying job offer for the Employer Job Offer: International Student stream, the employer must have been in active business for at least three years prior to the date the application is submitted and must have business premises in Ontario. As well, the employer must meet the following criteria:
Revenue requirements
The employer must meet the revenue requirement for the most recent completed fiscal year:
- a minimum of $1,000,000 in total gross annual revenue if the applicant will work or report to work at a location in the Greater Toronto Area (City of Toronto, Durham, Halton, York and Peel regions) or
- a minimum of $500,000 in total gross annual revenue if the applicant will work or report to work at a location outside the Greater Toronto Area
Full-time employee requirements
The employer must have one of the following (at the time the application is submitted):
- at least five full-time employees who are Canadian citizens or permanent residents who work at the location where you will work, or will report to work, if you will work or report to work at a location in the Greater Toronto Area (City of Toronto, Durham, Halton, York and Peel regions) or
- at least three full-time employees who are Canadian citizens or permanent residents who work at the location where you will work, or will report to work, if you will work or report to work at a location outside the Greater Toronto Area
How to Apply for the Ontario International Student Stream
To apply to the OINP Employer Job Offer: International Student stream, candidates must follow these five steps:
1. The employer must submit the “job offer” for the position
The employer must register their business in the Employer Portal and provide information about their employment position by creating a job offer.
The Applicant will receive and offer ID, which must be used to submit the Expression of Interest.
2. Submit an Expression of Interest (EOI)
In order to be considered for an invitation to apply (ITA), candidates must begin by submitting an Expression of Interest (EOI) using the OINP e-Filing Portal within 30 calendar days after the employer submitted the job offer.
After submitting an EOI, candidates will receive a score based on the OINP EOI Selection System, which evaluates factors such as education, job offer location, wage level, and language proficiency.
Only candidates with an active EOI profile may be considered for a future Invitation to Apply (ITA).
3. Receive an Invitation to Apply (ITA)
At regular intervals, the OINP conducts draws to invite top-scoring candidates to apply.
During these draws, invitations are issued to those whose EOI scores meet or exceed the draw’s threshold. Draw results — including minimum scores — are published on the official OINP draw results page.
An Invitation to Apply (ITA) allows a candidate to proceed to the full nomination application stage.
4. Apply for provincial nomination
Once a candidate receives an ITA, there are specific deadlines for each applicant and employer:
Employer deadline: The Employer has 14 calendar days after receiving the ITA to apply for the approval of an employment position.
Applicants’ deadline: The application must:
- Be submitted within 17 calendar days to submit a complete application through their One-Key account using the OINP e-Filing Portal.
- Be submitted after the employer submits their application for approval of the employment position.
Applicants must provide detailed personal information and upload all required supporting documents (such as proof of education, job offer, employer forms, and residency intent).

5. Receive a provincial nomination
The processing time for OINP Employer Job Offer stream applications typically ranges from 60 to 120 days, though it may vary depending on application volume and verification requirements.
If your application is approved, you will receive a Provincial Nomination Certificate from the OINP. Along with this, you may also request a Work Permit Support Letter from Ontario.
This Work Permit Support Letter enables you to apply for or renew a work permit with Immigration, Refugees and Citizenship Canada (IRCC) while your permanent residence application is being processed.
It confirms that you have received a nomination under an employer-driven stream and allows you to continue working for your sponsoring employer without interruption.
6. Submit a federal application for permanent resident status
After receiving the Ontario nomination, you can submit a federal application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC) under the Provincial Nominee Program (PNP).
Your federal application must include the nomination certificate, all supporting documentation, and biometrics if required.
Once approved by IRCC, you and your accompanying family members will receive Canadian permanent resident status.
Important Note: The Employer Job Offer streams are not aligned with Canada’s Express Entry system — this means that the applications are processed at a slower pace. Applicants should be prepared to wait more than one year for applications to be processed.

The OINP Employer Job Offer: International Student stream uses a points-based ranking system to assess Expressions of Interest (EOI) submitted by candidates. Periodically, Ontario will invite candidates with a certain threshold of points to apply — refer to the draw history for more details.
