Learn how to immigrate to Canada through the BC PNP Health Authority Stream, a specialized pathway for healthcare professionals employed by B.C. health authorities.

What is the BC PNP Health Authority Stream?

The BC Health Authority category is open to workers from select health occupations according to the National Occupational Classification (NOC), who have a full-time job offer in any occupation from a public health authority in BC.

Also, workers with job offers in BC for the following occupations are eligible to apply, even if the job offer is not from a public health authority: physicians, nurse practitioners, and midwives.

1. You must meet the general requirements of the Skills Immigration program.

2. have the support of, or a full-time, indeterminate job offer (a permanent job, or one with no set end date) from a public health authority in BC in any occupation, at any skill level. British Columbia has the following health authorities:

Alternatively, those with BC job offers in the occupations listed below may apply even if the job offer is not from a public health authority:

  • physician,
  • nurse practitioner,
  • midwife (must have a letter of confirmation from an established practice group in BC confirming acceptance into the group as an affiliated midwife for a period of at least six months. Must also be registered, or eligible to be registered, with the College of Midwives of British Columbia);

3. To qualify, you need a full-time job offer in one of the following health occupations:

  • NOC health occupations (starting with a 3)
  • Social workers (NOC 41300)
  • Therapists in counselling and related therapies (NOC 41301)
  • Social and community service workers (NOC 42201)

4. You must meet the qualifications for the offered job, including education, training, experience, and necessary licensing or certification.

5. If you are a physician, nurse practitioner, or midwife working or soon to work in B.C. with a public health authority or midwife practice group, your application must include a recommendation letter and documentation confirming:

  • Your qualifications
  • Your current or future role in B.C.
  • Your work location
  • Support for your BC PNP application from the health authority or practice group.

6. Demonstrate English or French language proficiency at the Canadian Language Benchmark (CLB) level 4  or above.

7. Your employer must meet the employer requirements listed below

8. have a wage offer in line with BC wage rates for the occupation;

9. The BC Health Authority Category does not require an Express Entry profile in order to apply. However, Express Entry candidates may benefit from faster processing by applying through the Health Authority Stream with the Express Entry option stream.

10. have, or be eligible for, legal immigration status in Canada.

11. show you can support yourself and your dependents, according to the table of family income:

Employer requirements

  • be established, have physical presence and have been operating for at least 1 year as an employer in good standing in BC;
  • must demonstrate that the business provides economic benefit to B.C
  • demonstrate that they are legally able to operate the business in B.C.
  • must have one of the business structures listed in the BC PNP program
  • Your employer must have a minimum number of permanent, full-time employees working in B.C. If the business is located within Metro Vancouver, it must have at least five such employees. If it is outside Metro Vancouver, it must have at least three.
  • must demonstrate that there is a genuine need for the position.
  • must demonstrate they made genuine efforts to recruit from the local labour market before looking for international skilled workers.
  • provide full-time, indeterminate (permanent or with no set end date) employment;
  • have a history of good workplace and business practices;
  • sign an employer declaration;
  • meet domestic labour market recruitment requirements, where applicable; and
  • offer a wage in line with industry standards.

How to Apply for the Health Authority Stream in BC

Application Steps

  • Create a BCPNP Online Profile
    Start by reading all program requirements, then create your profile in the BCPNP Online portal to begin the process.
  • Submit a Registration (Expression of Interest)
    Most streams require a points-based registration used to rank and select candidates. Your information must be accurate, as it determines eligibility for an Invitation to Apply (ITA).
  • Receive an Invitation to Apply (If Selected)
    If your score meets the cut-off, you may receive an ITA. You will have 30 days to submit a complete application. Health Authority stream applicants bypass registration and apply directly.
  • Submit Your BC PNP Application
    Upload all required documents, pay the application fee, and ensure that all details remain current. The BC PNP may request additional evidence or clarification.
  • Assessment and Decision
    The BC PNP evaluates your application against program criteria. If approved, you receive a provincial nomination and must follow the conditions of nomination throughout the federal permanent residence process.
