On December 2 2024, Canada invited 676 candidates with an eligible provincial nomination to apply for permanent residence in Express Entry draw number 328.

Need Help Finding a Suitable PNP?
Our Analysis of This Express Entry Draw
This round, which saw 676 PNP invitations sent out, invited almost all of the PNP pool — which had 738 candidates with a provincial nomination as of December 1, 2024.
As a result, the CRS cut off dropped significantly for this round. In November, the PNP rounds saw CRS cut offs of 812 and 816. The decrease to 705 will be a welcome change for those with a provincial nomination.
Thankfully, it does appear that the most recent PNP round on November 18, which only saw 174 invitations, does not appear to be ‘the new normal’ for PNP.
Today’s draw brings the total number of Express Entry PNP draws in 2024 to 13, with 14,398 invitations issued in those draws.
In terms of future draws, we wouldn’t be surprised to see draws around this size or potentially larger going into 2025.
Per month, this is broken down as follows:
- May: 2,985
- June: 1,499
- July: 3,275
- August: 1,884
- September: 911
- October: 2,261
- November: 907
- December: 676
From January to April, IRCC invited PNP applicants through general draws. We do not have the exact number of provincial nominees invited during these rounds.
Remaining PNP Draws in 2024
If you haven’t yet received an invitation in 2024 but you have a provincial nomination, we may still see another PNP round this year.
Last year, IRCC held draws on December 18, 19, 20 and 21. So, if IRCC continues its trend of draws every two weeks, we will likely see draws in the week of December 19.
We would be surprised to see draws on 30 and 31 of December, however.

What Does 2025 Hold for PNP Express Entry Draws?
In October, Canada’s government published the 2025–2027 immigration levels plan. With this announcement, Canada revealed its intent to cut PNP (Provincial Nominee Program) targets by over 50%, reducing planned admissions from 120,000 in 2025 to 55,000. In contrast, we expect to see around 110,000 admissions through PNP in 2024. So this is a significant decrease.
As a result, we can expect fewer invitations in each PNP Express Entry draw in 2025, though the frequency of these draws will likely remain similar to 2024.
While this news may seem disappointing for PNP candidates, there is a positive note: the immigration levels plan includes a special allocation of 82,980 spots for applicants already in Canada. We expect that a significant portion of these admissions will go to in-Canada applicants who might have otherwise applied through a PNP.
