This was Manitoba’s second round held in October, following two large selections earlier this month and in September. It reflects the province’s return to targeted, small-scale draws. Invitations were issued under both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways.

Manitoba issued 29 Letters of Advice to Apply (LAAs) through the Skilled Worker Stream, focusing on candidates directly invited under strategic recruitment initiatives.
This draw focuses on targeted recruitment rather than a large-scale general draw. Only candidates who had been directly invited through strategic recruitment streams.
Showing that Manitoba is prioritizing nominees with job offers, regional commitments, or employer connections, reflecting its strong focus on long-term retention and addressing specific regional shortages.

The October 23 draw is significantly smaller than Manitoba’s October 9 (862 invitations) and September 18 (911 invitations) rounds, both of which featured large health and temporary-policy selections. It also contrasts sharply with the September 4 mega-draw, which issued 3,347 invitations across multiple streams.
Given the similarities in focus between the September 18 and October 23 draws, this latest round suggests that the earlier increase was an anomaly, rather than a new trend. With just 29 invitations, Manitoba appears to have returned to business as usual, resuming its smaller, targeted recruitment rounds.
However, this smaller draw still fits within Manitoba’s broader 2025 pattern of alternating large, occupation-specific selections with focused recruitment rounds. It also continues the province’s use of the Temporary Public Policy (TPP) – a key pathway helping work permit holders transition to permanent residence.
Across Canada, other provinces held larger rounds this month. New Brunswick invited more than 500 candidates across several streams in early October, Prince Edward Island issued 160 invitations on October 17, and Alberta held multiple draws totaling over 1,000 invitations. In contrast, Manitoba’s latest round shows a strategic, employer-driven focus, and regional labour needs rather than high-volume nominations.
There are two key takeaways for candidates from the October 23, 2025 Manitoba PNP draw:
This small draw reinforces Manitoba’s emphasis on recruiting candidates who were directly invited through strategic initiatives or the Temporary Public Policy (TPP). Applicants with employer connections, regional community links, or prior invitations remain well positioned for selection.
Despite its smaller size, this round still included nine Express Entry–linked invitations, showing that Manitoba continues to value candidates who are already in the federal pool. Staying active in both the MPNP and Express Entry systems offers the best chance of receiving an invitation as Manitoba balances targeted recruitment with federal coordination.
