Newfoundland and Labrador’s immigration program has kept a steady pace in 2025, with regular draws across both the NL Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP). The most recent round on September 12, 2025, invited 353 candidates — 218 through NLPNP and 135 through AIP. This was one of the larger draws of the year, highlighting how the province is leaning on both streams to meet labour needs.

  • The heaviest emphasis of the year on the AIP side (135), showing a push to fill immediate employer-driven needs.

  • Smaller draw but balanced across both streams, with more modest AIP uptake compared to September. 

August 13, 2025: 231 total (NLPNP – 180, AIP – 51) 

  • A larger share through NLPNP, contrasting with September’s stronger AIP tilt.

Key Insights From These Draws 

  • Trend toward AIP: In August, AIP ranged from 51–77 invites, but in September it spiked to 135, the largest AIP draw of the year. 
  • NLPNP steady but slightly softer: While September still invited over 200 candidates through NLPNP, its relative share of total invites dropped compared to earlier months. 
  • Overall volumes growing again: After smaller totals in late August, September rebounded to one of the top-three draws of 2025.

Looking across the year: 

  • Total invitations issued (Jan–Sept 2025): 2,604 candidates across both NLPNP and AIP. 
  • NLPNP: 2,018 
  • AIP: 586 
  • Largest draw: May 29, 2025, with 405 invites (351 NLPNP, 54 AIP). 
  • Smallest draw: July 29, 2025, with 150 invites (100 NLPNP, 50 AIP). 

NLPNP trends we see 

  • Consistency in NLPNP: Almost every draw leans heavily toward NLPNP, usually around 200–350 invitations. 
  • Rising AIP activity: AIP counts were steady in the 47–63 range through spring and early summer, then accelerated to 77 (Aug 29) and 135 (Sept 12). 
  • Balanced growth: Newfoundland is increasingly using both programs in tandem — NLPNP for longer-term provincial planning, AIP for faster responses to employer hiring needs. 

NLPNP in a Nutshell 

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) allows the province to nominate foreign workers, international graduates, and skilled professionals for Canadian permanent residence when their skills align with local labour gaps. It often targets sectors like health care, technology, and skilled trades. 

The Atlantic Immigration Program (AIP) complements NLPNP by giving designated employers a direct route to bring in international talent quickly. Candidates apply with a job offer and settlement plan, making it an employer-driven pathway. 

Together, NLPNP and AIP form a dual-track immigration strategy for Newfoundland and Labrador.
