Our Analysis of This Express Entry Draw

We’ve now had four straight Canadian Experience Class (CEC) draws, all hovering around the same CRS cut-off:

  • October 28, 2025 with 1,000 invitations and a CRS cut-off of 533.
  • October 1, 2025 with 1,000 invitations and a CRS cut-off of 534.
  • September 3, 2025, with 1,000 invitations and a CRS cut-off of 534.
  • August 7, 2025, with 1,000 invitations and a CRS cut-off of 534.

With a tiny drop in the CRS score cut off, we could say competition in the pool is ever so slightly easing — if we squint hard enough. The real story here is the steady rhythm of CEC draws in the last few months. For candidates, that means a rare dose of predictability. Even if that predictability comes with the disappointment of a high CRS cut-off.

It’s also interesting that, over the past three months, the top 1,000 CEC candidates in the pool have consistently hovered around the 533/534 mark. Happy coincidence, or a reflection of how stable the talent pool has become? Either way, it feels like we’re in a holding pattern, at least until IRCC decides to shake things up again, or the makeup of those entering the pool starts to shift.

So, where does that leave us?

So far this year, 22,850 invitations have been issued to Canadian Experience Class (CEC) candidates. We’ve seen draw sizes range from as many as 4,000 invitations to as few as 500, with CRS cut-offs dipping as low as 518 and reaching highs of 547.

The promise of the last Immigration Levels Plan led many to believe 2025 would be an active year for CEC candidates — but the reality has been quite different, leaving many wondering what the bigger plan actually is. Those questions are only becoming more pressing as we wait for the next Immigration Levels Plan to drop, and when it does, we’ll be ready to break it all down for you.

But beyond the numbers, something else seems to be happening: applicants are losing faith in the Express Entry system, and in draws in general. Our data (and IRCC’s) show a steady decline in new Express Entry profiles since June, along with a dip in engagement overall. It’s an anecdotal shift, but a telling one. It seems Express Entry’s days as the golden child of Canadian immigration might be behind us.

How Does The Canadian Experience Class Work Under Express Entry?

If you’re not familiar with Canada’s Express Entry system, it’s an application management system used to manage economic immigrants to Canada. It offers streamlined application timelines for those who are invited to apply for permanent residence.

With that in mind, the Canadian Experience Class is a program for people in the Express Entry pool and who have qualifying work experience in Canada. The idea is that those who have lived and worked in Canada before becoming a permanent resident are more likely to succeed in and stay in Canada — and the research shows that those who come through the Canadian Experience Class are more likely to earn more in Canada than those who become permanent residents without working in Canada as a temporary resident first.
