Ontario has reached its Provincial Nominee Program (PNP) limit for 2025. In a December 17, 2025 update, the Ontario Immigrant Nominee Program (OINP) confirmed it issued 10,750 nominations across all streams this year, fully using its federal allocation.

No additional nominations will be issued under the 2025 cap. However, this does not mean Ontario has stopped processing applications.

What Happens to Applications Now?

Applications already submitted and new ones still being accepted will continue to be reviewed. Any nominations approved from this point forward will be counted toward Ontario’s 2026 allocation. 

Applicants can check the most up-to-date status of their file through the OINP e-Filing portal, which remains active.

Why 2025 Felt Tighter Than Usual 

Unlike many provinces, Ontario did not receive an additional allocation this year. In fact, the province’s 2025 limit was 50% lower than in 2024, when Ontario had 21,500 nomination spaces. 

With fewer spots to work with, OINP focused on: 

  • Targeted, employer-led invitations
  • Priority occupations, especially in healthcare and early childhood education
  • Regional needs outside the GTA, including Northern, Eastern, and Southwestern Ontario 

This explains the smaller, more focused draws seen throughout the year.

Notable OINP Updates From 2025 

Several program changes also shaped how Ontario used its limited allocation: 

  • Employer Job Offer streams shifted to an employer-led process in July, using the new Employer Portal
  • The Express Entry Skilled Trades Stream was suspended in November due to compliance and fraud concerns
  • OINP gained broader authority to return applications that don’t match current labour market priorities 

Together, these changes allowed Ontario to manage demand more closely. As well as protecting the program’s integrity.

Looking Ahead to 2026 

While 2025 is now closed, the outlook is more positive moving forward. Canada’s immigration levels plan shows higher PNP allocations starting in 2026. However, Ontario’s 2026 nomination numbers have not been announced yet, and it’s still too early to know how this will affect future draws.  

Once allocations are confirmed, we’ll have a clearer picture of how much room Ontario has to issue nominations and whether broader draws could return. For applicants, this makes the months ahead a good time to stay informed and ready. 

Stay in the loop 

If Ontario is still part of your plan, keeping a close eye on program updates really matters. OINP priorities can shift, eligibility can change, and when 2026’s allocations open, things can move quickly. Being informed early can help you spot opportunities as soon as they appear – instead of playing catch-up later.
