This significant draw highlights Manitoba’s commitment to attracting skilled workers, international graduates, and individuals with strong ties to the province.
Here is a breakdown of where the 3000+ invites went:
A total of 1,866 LAAs were issued to candidates under the International Education Stream. These candidates declared that they met the eligibility criteria for the stream, which focuses on international graduates from Manitoba institutions who bring valuable skills to the local labor market.

As part of Manitoba’s continued humanitarian efforts, the draw included a special selection for Ukrainian citizens.
1,466 invitations were issued to candidates under the Skilled Worker in Manitoba pathway who declared Ukrainian citizenship.
This initiative underscores Manitoba’s dedication to supporting individuals displaced by the ongoing crisis in Ukraine.
The draw also targeted candidates under the Skilled Worker in Manitoba and Skilled Worker Overseas pathways who were directly invited through MPNP’s strategic recruitment initiatives.
15 invitations were issued to candidates meeting these requirements, with the lowest-ranked candidate scoring 844.

Of the 3,347 total invitations, 415 were issued to candidates who declared a valid Express Entry profile number and a job seeker validation code, giving them a pathway to expedite their immigration process through the federal system.

The September 4, 2025 draw marked a turning point for the Manitoba Provincial Nominee Program (MPNP), issuing 3,347 Letters of Advice to Apply—a massive jump from the 77 invitations on August 21, 37 on August 7, and 19 on July 24. This dramatic increase signals a strategic shift in provincial priorities, suggesting that Manitoba may be aligning its immigration targets with anticipated 2026 allocations or responding to evolving labor market needs.
What’s more, of the 3,347 Letters of Advice to Apply issued in this draw, 415 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code, which is considerably more than any other draw in 2025. If these applicants go on to receive a Manitoba nomination, we can expect more PNP-eligible applicants to be selected from the Express Entry pool, following several months of small PNP draws.
