On November 10, 2025, Canada issued 714 invitations to apply (ITAs) to candidates with a minimum CRS score of 738.
This was the third largest PNP draw of 2025, nudging the total number of invitations under this category to 8,599.
Provincial activity has been heating up recently. The months of September and October saw provinces nominating more candidates than usual, driven by regional labour needs. This latest draw feels like the continuation of that momentum, showing that Canada’s provinces are ready to play a bigger role in shaping who gets to call the country home.
Part of the story lies in the 2026 Immigration Levels Plan, which changed expectations across the board. Ottawa raised its target for PNP admissions from 55,000 in 2025 to more than 91,000 in 2026 – a jump that’s hard to overlook.
This increase suggests that the federal government is betting big on the PNP as a cornerstone of its immigration strategy and empowering provinces to select the candidates they know will make a difference in their local economies. And that’s a smart move. After all, who better to identify local talent needs than the provinces themselves?

If you’re waiting in the Express Entry pool, this draw is a reminder that staying informed and staying ready matters. With higher PNP targets and more frequent draws, 2026 might bring even more opportunities for candidates with strong provincial connections or specialized skills.
The CRS cutoff of 738 is still high, but as provinces issue more nominations and Canada rolls out its 2026 levels plan, we could see larger draws across the Express Entry system. And honestly, that’s encouraging news for skilled candidates who’ve been waiting on the sidelines.
