Today’s PNP-specific Express Entry draw invited just 277 candidates with a minimum CRS score of 726. With this draw, the total number of ITAs issued to PNP applicants in 2025 now stands at 4,867.
While this draw had been widely expected last week, the delay may have been due to a low number of candidates with a PNP nomination, there were simply not enough candidates to justify a round (although this doesn’t explain why no Express Entry draws took place at all last week – there is not a shortage of candidates for other types of draws).
With just 277 invitations, this is one of the smallest PNP–only draws we’ve seen. Only seven draws over the last decade have selected fewer candidates under a PNP draw, although this is the smallest PNP draw we’ve seen since the height of the COVID-19 pandemic in 2021.
The reduced size of this draw clearly signals the impact of the trimmed PNP allocations for 2025. As provinces grapple with lower nomination limits, fewer candidates are securing provincial nominations within the Express Entry system, leading to much smaller PNP draws.
Another noteworthy takeaway from this draw is the rapid growth of the Express Entry pool. As of June 2, there are over 255,000 profiles in the pool, a jump of more than 5,000 since the last update on May 13, 2025.
More and more highly skilled individuals are entering the Express Entry pool, with most new candidates scoring above 451 CRS points. As the competition intensifies, securing an Invitation to Apply is becoming even more difficult. Now more than ever, it’s important to review your profile carefully and make sure you’re claiming every CRS point you’re eligible for.

If you’re not familiar with Canada’s Express Entry system, it’s an application management system used to manage economic immigrants to Canada. The benefits of the Express Entry system are that it offers streamlined application timelines for people who are ranked highly and invited to apply for permanent residence. After you receive an invitation and submit your application, it usually takes IRCC around 6 months to make a decision. This is much faster than other pathways to permanent residence — like family sponsorship, which takes around 24 months as of April 28, 2025.
With that in mind, the Provincial Nominee Program is a program that’s offered at the provincial level but then managed and approved at the federal level. Some PNPs require you to be eligible for Express Entry, so they can be inter-related, but there are also PNPs that allow you to immigrate even if you don’t qualify for Express Entry.
