Our Analysis of This Express Entry Draw

Today’s Category-based draw targeting healthcare workers is long overdue. With only five draws of this type since the introduction of category-based draws in July 2023 and the widespread shortage of healthcare workers in Canada, we are surprised that we have not seen more draws targeting healthcare professionals.

The addition of this draw brings the total number of healthcare workers targeted in 2024 to 10,250. Although some healthcare workers may have been selected in General, Canadian Experience Class or Provincial Nominee draws that happened in 2024.  In fact, it’s very likely that healthcare workers have received invitations through at least the PNP rounds, given that Alberta, BC, Ontario and PEI have all held provincial rounds targeting healthcare workers. 

Earlier this week, IRCC conducted the smallest PNP draw of 2024 and a small CEC draw. This new trend of micro draw size is likely a result of the changes announced in the 2025-2027 immigration levels plan.

Will We Continue To See Healthcare Occupation Draws In 2025?

Although there has been no official announcement from Immigration, Refugee and Citizenship Canada on the targeted occupations for 2025, the immigration levels plan for 2025- 2027 suggests that healthcare occupations, along with French and trade workers, will continue to be targeted in 2025.

The immigration levels plan allocates around 42,000 spots for these priority occupations. If we go by 2024 activity and other data points in the immigration levels plan, we can assume the lion’s share (57%) of these allocations will go to those with French language proficiency. We can expect around 20% to go to Healthcare workers, which would result in around 8,400 new immigrants and their families coming based on their healthcare work experience.

Of course, healthcare workers in Canada may also be selected in Canadian Experience Class draws but selection in this category may come with a more competitive CRS cut-off.
