If you’ve received your IEC Port of Entry (POE) Letter of Introduction, you must enter Canada before the expiry date to activate your work permit. But what if you’re not ready to move yet?

Some IEC participants make a short trip to Canada simply to activate their work permit before the deadline, then return home and move to Canada later. This approach is often called a “soft landing.” While the term is more commonly used for permanent residence, the idea is similar: entering Canada briefly to activate your status and returning later to begin your full stay. 

So, is soft landing allowed under IEC rules? And what should you be aware of before doing it?

What a “Soft Landing” Looks Like for IEC

In practical terms, a soft landing for International Experience Canada (IEC) usually means travelling to Canada before your POE letter expires, completing the immigration process at the airport or land border, receiving your IEC work permit, and then leaving Canada after a short stay. This most often applies to Working Holiday participants, since Young Professionals and International Co-op (Internship) applicants typically need a job offer, and their plans are usually tied more closely to a specific employer and start date. After activating the permit, some Working Holiday permit holders return home and come back weeks or months later when they are ready to settle in Canada. 

In most cases, this is possible. Once your IEC work permit is issued at the port of entry, it becomes valid from that date, regardless of whether you remain in Canada continuously. There is no requirement that you stay in the country immediately after activating your permit. 

What Happens When You Arrive in Canada

When you arrive in Canada to activate your IEC permit, a border officer will review your documents and confirm that you meet the program requirements before issuing the work permit. Even if you only plan to stay for a few days, you still need to arrive fully prepared.

You should be ready to present your POE Letter of Introduction, a valid passport, proof of health insurance, and evidence that you have sufficient funds to support yourself. Some travellers are also asked to show a return ticket or proof they have enough funds to purchase one.

The officer may ask about your plans in Canada. Explaining that you are activating your work permit now and returning later to begin your stay is generally acceptable, as long as you meet all the entry requirements.

Your Insurance Must Cover the Full Permit

One of the most important things to understand when activating your IEC permit is the insurance requirement. IEC participants must show proof of health insurance that covers the entire length of their intended stay in Canada.

If you want to receive a two-year work permit, for example, you must show insurance covering those two years when you enter Canada. If you only have one year of insurance, the border officer may issue your permit for only one year instead. Once the permit is issued, its length cannot be extended later.

For this reason, anyone planning a soft landing should make sure their insurance policy covers the full duration of the work permit they hope to receive.

Check the Fine Print if You Plan to Leave Canada

Another factor to consider is how your insurance works if you leave Canada after activating your permit. Some policies place limits on how long you can spend outside the country while remaining covered, or they restrict the number of trips home allowed during the policy period.

If you activate your permit and then return to your home country for several months, you will want to confirm that your policy still considers you covered when you return to Canada. Otherwise, you could find yourself back in Canada without valid health insurance.

Because policies vary between providers, it’s worth reading the details carefully before purchasing coverage.

A Soft Landing Starts Your Work Permit Clock

Another important detail is that your IEC work permit begins on the day it is issued. Even if you only stay in Canada briefly and leave, the time on your permit continues to count down. 

For example, if you activate a two-year permit in March 2026 but do not move to Canada until July 2026, those four months still count towards your permit period. This means your permit will still expire in March 2028. 

This doesn’t prevent you from doing a soft landing, but it’s something to consider when deciding when to activate your permit. 

When a Soft Landing Can Make Sense

A short activation trip can be helpful in several situations. For example, some applicants use it when their POE letter is about to expire but they are not yet ready to relocate permanently. Others may want extra time to finish work or studies at home, organize housing in Canada, or prepare financially for the move.

In these cases, entering Canada briefly to activate the permit allows them to secure their IEC status while giving themselves more time to plan the full move.

 

It is generally possible to enter Canada briefly to activate your IEC work permit and then return home before moving to Canada permanently. As long as you meet the normal IEC entry requirements and explain your plans honestly at the border, a short initial stay is not unusual.

However, there are a few things to keep in mind. Your insurance should cover the full duration of the permit you want to receive, your policy should still cover you if you leave Canada temporarily, and your work permit time will begin the day it is issued.

Planning these details in advance can help ensure that activating your IEC permit early works smoothly and doesn’t create problems later in your stay.
