On November 14, 2025, Canada invited 3,500 candidates with eligible healthcare and social services work experience to apply for permanent residence with a minimum CRS score of 462.

This is the largest Healthcare and Social Services draw since July and the sixth draw in this category this year.

Our Analysis of This Express Entry Draw 

Today’s healthcare and social services category-based round on November 14, 2025, issued 3,500 invitations, making it the largest since July. Surpassing the October and August rounds (which both issued 2,500 invitations), making it the most substantial healthcare draw in the past three months. The comprehensive ranking system (CRS) cut-off landed at 462, a full ten points lower than the October 15 draw, and the lowest we’ve seen for this category all year. 

A Bigger-Than-Expected Draw Size 

Here’s where things get interesting. As of the October healthcare round, IRCC had already issued about 7,500 ITAs to healthcare and social services candidates in 2025. That number was already brushing up against the roughly 8,000 invitations suggested in an internal ATIP document earlier this year. If you remember that detail, you probably expected another modest round. 

Instead, IRCC has now added: 

  • 2,500 ITAs on October 15
  • 3,500 ITAs in today’s draw 

That brings the 2025 total to around 13,500 ITAs for this category, which is well beyond what anyone expected a few months ago. So what’s going on? Honestly, it could be a few different things: 

  • IRCC may have quietly adjusted its internal goals upward, deciding that the health and social services shortage needs a more aggressive response.
  • It’s possible more applications than expected have been refused, withdrawn, or delayed, creating room for additional invitations late in the year.
  • Or perhaps IRCC’s recent pattern reflects a recalibration following the release of the 2026–2028 Immigration Levels Plan. Highlighting the need to support critical labour shortages, something healthcare clearly falls under.

Canada’s healthcare and social services sectors remain under pressure. And when a system is strained, immigration becomes one of the fastest levers to pull. Whatever the motivations behind today’s draw, it’s clear that this category has become a crucial part of IRCC’s strategy.
