I foreshadowed that there could possibly be some sneaky accounting in the 2027-2029 Immigration Levels Plan. But one headline really caught my attention, with claims that the Budget 2026 could allow for more than 600,000 permanent residence admissions in 2027. Has Canada's creative accounting on the permanent resident levels struck again?

Key Takeaways

  • Canada’s Budget 2026 allows for up to 200,000 longstanding temporary residents to become permanent residents by the end of 2027.
  • Budget 2026 allows for $302.3 million to support implementation.
  • Budget 2026 does not say that this is an additional measure, nor does it outline how those 200,000 PRs will be sourced (that’s in a different document).

Where the 600k+ PR number is coming from

Here’s the simplified math(s) on the calculations:

High Range for Permanent Resident Admissions in the 2027-2029 Immigration Levels Plan: 422,000

+

Up to 200,000 temporary residents being transitioned to permanent resident status in 2027, including 100,000 workers eligible for Express Entry of the Provincial Nominee Program, outlined in Budget 2026.

All in all – that gets us to 622,000 possible permanent resident admissions.

I think the fairer math(s) would be to go with the target not the upper end of the range, meaning we’re at 580,000 potential permanent residents in 2027. And, to be frank, I think that we’re unlikely to see levels that high.

What The Government Documents Say

Here’s a snippet from Budget 2026:

Budget 2026 proposes to:

  • …Help transition the many longstanding temporary residents to permanent residency. Up to 200,000 temporary residents already in Canada would have the opportunity to become permanent residents by the end of 2027. Through collaboration with provinces and territories, this measure would transition 100,000 workers eligible for Express Entry or the Provincial Nominee Program, increasing provincial and territorial share of permanent economic immigration and providing greater flexibility to respond to regional labour market needs. Budget 2026 proposes $302.3 million over four years, starting in 2027-28, with $90.6 million in future years, to support implementation.

Then, a Backgrounder released later noted:

“We are introducing a new time-limited measure that will support work to reset the immigration system. This measure will help up to 200,000 people already living in Canada transition to permanent residence through two cohorts: a workers cohort and a humanitarian cohort.

This temporary measure will provide fairness for people who have already established themselves in communities across the country through additional admissions space to process applications under select pathways in 2027. It will help fulfill previous humanitarian commitments, keep families together and reduce existing application inventories.

For the workers cohort, we will work with provinces and territories to support their regional labour market needs by transitioning up to 100,000 people already in Canada, as well as their families, to permanent residence.

The federal government will work with provinces and territories to allocate additional space provided through increases to their Provincial Nominee Program (PNP) allocations, which they can use to nominate workers who meet their regional needs.

Provinces and territories will also be able to identify workers who have already submitted an application under select federal immigration programs. This includes applications submitted under the Atlantic Immigration Program, as well as specific programs that are closed to new applications, including the federal business programs (Start-up Visa Program and SelfEmployed Persons Program), Agri-Food Pilot, and home care worker programs.

Our Takeaways

We really want to celebrate with you here and wait for the flood of invitations in 2026, but we aren’t sure that’s what’s going to happen. The documents are unclear and have essentially no information about how this time-limited measure will work.

We expect, based on the phrasing about processing applications (in bold above), that a significant portion of this quota will go towards reducing the backlog of permanent residency applications already in the queue.

At the moment, there are around 96,500 people waiting for a PNP decision through the non-Express Entry pathway, and a further 13,100 waiting for an Express Entry related PNP decision. That volume of applications already exceeds the one-time measure quota. And it doesn’t consider the processing queues for the other programs mentioned.

There also appears to be room for additional PNP spots to open up in 2027, based on the wording of the backgrounder. However, no further information has been released.

The remaining 100,000 added spots are to “process all remaining applications under the Hong Kong permanent residence pathways and the Ukraine Family Reunification Pathway, as well as finalize applications from people who have already been found eligible for permanent residence on humanitarian and compassionate grounds.”

What This Means for Candidates in 2027

We want to caution those waiting in the Express Entry pool or for another economic immigration program from celebrating too soon. While this is good news – clearing some of the significant backlog of permanent residence applications means that the 2027 permanent residence quota won’t predominantly go towards those already in the queue – it doesn’t mean PR in 2027 will be easy.

There are more than 228,000 candidates in the Express Entry pool as of October 25, 2026. This number is already almost as high as the total quota for economic programs in the 2027 Immigration Levels Plan target.

Competition will remain extremely high in 2027, and now is not the time to be assuming that your PR is going to fall into your lap.

That said, the 2027 Immigration Levels Plan (and the documents with the time-limited measures) do open opportunities for some candidates.

In addition to the time-limited measure admitting up to 200,000 more permanent residents, there’s a new quota for the now-permanent Rural Community Immigration Program, and increased quotas for Canada’s PNPs.
