Big Changes Coming to Canadian Immigration in 2026

Here are some of the other big changes coming to Canada’s immigration system next year: 

Post-Graduate International Students at Public Institutions Excluded from the Cap 

Starting January 1, 2026, several significant changes for post-graduate students at public education institutions will take effect: 

• Master’s and graduate students at public universities will be exempt from the enrolment cap. 

• Study permit applications for doctoral students—and their accompanying family members, if applying together—will be processed within 14 days. 

In practical terms, this means an end to lengthy visa processing times for PhD applicants. It also means that students pursuing a graduate degree at a public university will no longer need to obtain a provincial or territorial attestation letter (PAL/TAL), a requirement introduced with the enrolment cap. 

For private institutions, however, the rules remain unchanged: the enrolment cap will still apply, and the existing documentation requirements will stay in place. 

Increased Provincial Nominee Program Allocations 

Canada boosted its federal allocations for Provincial Nominee Programs in 2026. 

In 2025, the federal government slashed the provincial allocations by 50% from 2024. Originally, 2025 was supposed to see 55,000 PNP slots, however this was adjusted through 2025 when Canada’s new government was elected.  

In 2026, the federal allocation outlined in the Immigration Levels Plan is 91,500 (so, a sizeable jump up from the 2025 projected target of 55,000). 

Targeted PNP Efforts for Physicians, Too 

Separately, the federal government will set aside an additional 5,000 admission spaces for provinces and territories to nominate licensed doctors with job offers through Provincial Nominee Programs (PNPs).  

These spaces are in addition to existing PNP allocations, meaning that nominations for doctors will not reduce provinces’ or territories’ regular nomination quotas. 

Accelerated Pathway for H1-B Workers 

Details are sparse about this program, but Budget 2025 revealed that the Canadian government plans to launch an accelerated pathway for H1-B visa holders in the US. The goal of the program will be to address labour shortages, attract top talent in key sectors, and strengthen Canada’s innovation ecosystem.  

We aren’t sure what this will look like – and it has drawn quite a lot of criticism, especially amidst higher-than-average unemployment across Canada, including a hard-hit tech sector. So, if any of the above changes were to fall through in 2026, we would guess this one.
