Manitoba recently introduced the Temporary Resident Retention Pilot to help employers keep skilled workers who are already contributing to the province’s economy. The program offers a pathway for temporary residents employed in Manitoba to stay long-term, while ensuring businesses have the workforce they need.

Key Takeaways

  • This program is for employers wanting to retain existing temporary residents in Manitoba.
  • The focus of the program is on key sectors including agriculture, construction, IT, healthcare, food processing, and manufacturing.
  • Both employers and employees must meet strict eligibility criteria.
  • There’s no advertising requirement since the program applies to existing employees.

Why Manitoba Needs This Pilot Program

Employers in Manitoba have faced persistent labour shortages in recent years, and Manitoba’s unemployment rate has consistently been among the lowest in the country. In August, it was just 5.7% compared to a national average of 7.1%.

This Pilot Program gives employers a practical tool to retain workers who are already trained, integrated, and familiar with their businesses. The program is particularly relevant in key industries that are central to Manitoba’s growth, including:

  • Agriculture
  • Construction and trades
  • Information technology
  • Food processing
  • Hospitality
  • Healthcare
  • Education, or
  • Manufacturing.

Businesses in these fields now have a more straightforward way to secure their workforce for the future.

In-Demand Sectors Subject to Change

But the in-demand areas may change in the future thanks to one aspect of this pilot — its flexibility. Manitoba has stated that the selection of both employers and candidates may shift as economic priorities evolve. This makes the program responsive to labour market needs, ensuring that it continues to support industries where demand is greatest.

Eligibility Criteria Overview for Manitoba’s Temporary Resident Retention Pilot

As we mentioned, this pilot program is employer-driven. Eligible businesses must meet operational and revenue requirements and show strong compliance records and a history of positive worker retention. They must also operate in the key industries outlined above.

For employees, candidates need at least 18 months of full-time work with the same employer in Manitoba. They must also (among other things) meet minimum language and wage requirements and hold a valid work permit that’s nearing expiry.

Unlike many immigration programs, there’s no need for employers to advertise positions, since the pilot focuses on workers who are already in place. This process reduces administrative hurdles and gives employers and workers a clearer path forward.

Why This Matters for Newcomers

For newcomers who have been in Manitoba for more than 50% of their time in Canada, the Temporary Resident Retention Pilot could be life-changing. This pilot means a clearer path to long-term stability without having to change jobs or uproot their lives. Newcomers in Manitoba who are already integrated into communities can continue building their careers, while their families benefit from staying in one place.
