Key Takeaways From This Draw

NLPNP Holds Steady

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) continues to anchor the province’s immigration activity, accounting for most of the invitations in this round. While smaller than previous draws, NLPNP remains central to the province’s long-term talent strategy.

Smaller Round After Busy September

Following two active draws in September (217 and 353 invitations), this October 9 draw is the smallest this year. Possibly a sign that Newfoundland and Labrador is pacing invitations toward year-end targets.

AIP Maintains Strong Share

Although smaller in total, AIP’s 52 invitations represent more than 40 percent of this round. This continued presence highlights the program’s importance in connecting designated employers with international talent.

Year-to-Date (April– October 2025)

Total invitations issued: 2,946

NLPNP: 2198

AIP: 748

Largest draw: May 29 – 405 invites (351 NLPNP, 54 AIP)

Smallest draw: October 9 – 125 invites (73 NLPNP, 52 AIP)

While NLPNP continues to lead overall in 2025, the Atlantic Immigration Program (AIP) remains a consistent component of Newfoundland and Labrador’s immigration strategy.

AIP’s share of total invitations has hovered around 35–45 percent in recent months, following notable draws such as:

  • September 12 – 135 AIP invitations
  • September 26 – 110 AIP invitations
  • October 9 – 52 AIP invitations

These numbers suggest steady use of employer-driven immigration to meet short-term labor needs, while NLPNP continues to build longer-term workforce capacity.

What Candidates Can Do

If you’re a worker with a job offer in Newfoundland and Labrador, the Atlantic Immigration Program may be your fastest path, as employers can directly support your permanent residence application.

If you’re already in the province or working in a priority sector, the NLPNP remains an excellent option. Particularly skilled trades, tech, and healthcare occupations, which are often highlighted as in-demand fields through the province’s Priority Skills NL stream.

Keep your documents ready: Both programs require accurate and up-to-date submissions, including job offers, settlement plans (for AIP), and employer designations. Staying organized will help you act quickly when invitations are issued.

Understanding Newfoundland and Labrador’s Dual Immigration Pathways

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) allows the province to nominate foreign workers, international graduates, and skilled professionals for Canadian permanent residence when their skills align with local labor needs.

The Atlantic Immigration Program complements the NLPNP by allowing designated employers in Atlantic Canada to hire international candidates with a job offer and settlement plan.

Together, these programs form a dual-track immigration strategy that Newfoundland and Labrador continues to use in 2025 to address both immediate labor market needs and long-term economic growth.
