Manitoba’s December 5 Draw Breakdown
This round issued 184 Letters of Advice to Apply (LAAs), and each one tied back to a particular recruitment initiative. Here’s how they were spread out:
- Employer Services: 10
- Francophone Community: 20
- Regional Communities: 21
- Ethnocultural Communities: 7
- Temporary Public Policy (TPP): 126
61 of those 184 invitations went to candidates who had a valid Express Entry profile number along with a job seeker validation code.

Didn’t Get an LAA? One Small Detail Might Be Why
This draw stuck to a firm rule that only candidates directly invited through a strategic recruitment initiative or the Temporary Public Policy to Facilitate Work Permits were considered at all. And with the policy ending on December 15, this draw is one of the last chances for candidates to rely on that pathway.
If someone met those criteria yet didn’t receive an LAA, it usually comes down to two things:
- They said they’d taken an approved language test, but didn’t provide a valid test number, or their test has already expired.
- They claimed to have an MPNP invitation under a recruitment initiative, but didn’t enter a valid invitation number.
It sounds frustrating, but the program actually gives a little guidance here. Every EOI question has help text explaining what information belongs there. If any of this hits close to home, it may be worth updating your EOI, so you’re prepared in case additional draws take place.
A Quick Word on Licensing
Manitoba also selected candidates who said they’re working in a regulated occupation and are fully licensed to work in the province. But – and it’s a big “but” – the MPNP may still refuse an application if the candidate isn’t actually in a regulated role or can’t prove they’ve completed all the required licensing steps. If that sounds like your situation, you may want to think carefully about whether accepting your LAA is the right move.
Manitoba’s Strategic Recruitment Initiative Explained
Manitoba’s Strategic Recruitment Initiative (SRI) gives overseas candidates a pathway to permanent residency when they’re invited through an approved recruitment mission. While applicants already in Manitoba may be considered through the province’s Temporary Resident Retention Pilot.
A SRI invitation adds 500 points to an applicant’s score, but this boost applies only to the Manitoba Provincial Nominee Program (MPNP) points system, not the federal Express Entry system. With this year’s reduced quota, SRI has become one of the more encouraging pathways for skilled workers abroad, especially those with a genuine link to a Manitoba employer.
What Candidates Can Do
With Manitoba issuing its largest Skilled Worker Stream draw in several weeks, this round stands out mainly because activity across provincial programs has been relatively quiet. While 184 invitations may seem small compared to the larger Manitoba draws seen earlier in 2025, the fact that a draw took place at all is significant given the slowdown elsewhere. For candidates tied to strategic recruitment efforts, especially those still eligible under the Temporary Public Policy before it closes, the timing may offer a small but meaningful window.
Make sure your EOI is accurate, updated, and properly linked to any recruitment initiative you’ve claimed. Even a minor detail, like an expired language test or an incorrect invitation number, can be the difference between being selected or skipped in a draw this targeted.
