Today’s PNP-specific Express Entry draw issued 356 invitations in the latest Express Entry draw targeting Provincial Nominee Program (PNP) candidates, held on July 7, 2025. The minimum Comprehensive Ranking System (CRS) score required was 750.
While this draw is slightly smaller than the June 23 PNP draw, which invited 503 candidates with a CRS of 742, it is still larger than the first two PNP draws of June.
This brings the total number of invitations issued through PNP-specific draws in 2025 to 5,851.
From a quantity perspective, PNP-specific draws have clearly dominated the Express Entry system this year. Of the 24 draws held so far in 2025, 12 have targeted PNP candidates, making it the most frequently used draw category, ahead of all other draw types.
While the frequency of PNP draws has been more consistent than any other draw type, the volume of invitations remains relatively low. Just 5,851 ITAs have been issued across all PNP draws in 2025. By comparison, French-language proficiency draws have issued a staggering 18,500 ITAs in just three rounds, while Canadian Experience Class (CEC) draws have delivered over 15,000 ITAs across six draws.
This sharp contrast highlights a key trend: while provinces continue to nominate candidates through Express Entry, their invitation numbers remain limited by reduced allocations. As a result, it’s worth considering whether pursuing a PNP is the best path for you, or if your efforts might be better spent qualifying under another category, such as French-language proficiency or trying to secure category draw-targeted work experience.
That said, the PNP remains a highly competitive and valuable pathway, especially for candidates who may not meet the cut-off for Canadian Experience Class draws or who find learning a new language challenging. A provincial nomination boosts your CRS score by 600 points, making it one of the most effective ways to secure an Express Entry invitation. For many applicants with ties to a specific province, in-demand work experience, or a valid job offer, securing a PNP can still be the most strategic route to permanent residence in Canada.
If you’re not familiar with Canada’s Express Entry system, it’s an application management system used to manage economic immigrants to Canada. The benefits of the Express Entry system are that it offers streamlined application timelines for people who are ranked highly and invited to apply for permanent residence. After you receive an invitation and submit your application, it usually takes IRCC around 6 months to make a decision.
With that in mind, the Provincial Nominee Program is a program that’s offered at the provincial level but then managed and approved at the federal level. Some PNPs require you to be eligible for Express Entry, so they can be inter-related, but there are also PNPs that allow you to immigrate even if you don’t qualify for Express Entry.
