Our Analysis of This Express Entry Draw

We thought IRCC had forgotten about the CEC draw today, but no. They just waited until 4:40 p.m. ET to update their information. Before you get too excited, though, it’s another 1,000 invites with a CRS cut-off of 533.

We’ve now had five straight Canadian Experience Class (CEC) draws, all hovering around the same CRS cut-off:

• November 12, 2025 with 1,000 invitations and a CRS cut-off of 533.
• October 28, 2025 with 1,000 invitations and a CRS cut-off of 533.
• October 1, 2025 with 1,000 invitations and a CRS cut-off of 534.
• September 3, 2025, with 1,000 invitations and a CRS cut-off of 534.
• August 7, 2025, with 1,000 invitations and a CRS cut-off of 534.

At least there’s this. The last CEC draw took place only two weeks ago. Since July, IRCC has held steady at roughly one CEC draw per month. Even so, another 1,000 ITAs were issued. That really shows the impact of the tie-breaking rule,  on October 28, the tie-breaker date was in March, and today it’s moved all the way up to October 17, so they could land on their magic number of 1,000.

CEC and the Immigration Levels Plan

This is the first CEC draw since the new Immigration Levels Plan was released last week, but it doesn’t necessarily set the tone for what’s ahead. The plan removed the specific in-Canada focus, merging CEC candidates back into the broader Federal High Skilled category. That said, it doesn’t mean there will be no in-Canada priority — it’s simply being framed differently. You can read more about that in our full coverage here.

There’s also the teased “accelerated pathway” for 33,000 work permit holders in Canada. We still don’t know exactly how this will work, IRCC hasn’t shared many details yet — but as soon as they do, we’ll let you know.

How Does The Canadian Experience Class Work Under Express Entry?

With that in mind, the Canadian Experience Class is a program for people in the Express Entry pool and who have qualifying work experience in Canada. The idea is that those who have lived and worked in Canada before becoming a permanent resident are more likely to succeed in and stay in Canada — and the research shows that those who come through the Canadian Experience Class are more likely to earn more in Canada than those who become permanent residents without working in Canada as a temporary resident first.
