Both provincial nominee programs have used roughly half of their 2026 room at the midpoint, though they are structured differently and measure their progress in different ways. Manitoba Provincial Nominee Program: Nominations and Letters of Advice to Apply
The Manitoba Provincial Nominee Program (MPNP) runs two main streams for workers. The Skilled Worker Stream has two pathways: Skilled Worker in Manitoba, for temporary foreign workers and international graduates already working in the province, and Skilled Worker Overseas, for skilled workers outside Canada with a connection to Manitoba through previous work, study, or family ties.
The International Education Stream is for recent graduates of Manitoba post-secondary institutions. Some MPNP streams are aligned with the federal Express Entry system and issue enhanced nominations, which add 600 points to a candidate’s CRS score. Others are base streams, where nominated candidates apply directly to IRCC for permanent residence outside Express Entry.
Manitoba PNP Nominations
For 2026, Manitoba has a provincial nomination allocation of 6,239.
The Manitoba Provincial Nominee Program data shows that between January and May 2026, the province issued 2,167 nominations. Of this, 697 were enhanced nominations (issued through the Express Entry system).
Nominations versus Letters of Advice to Apply
Manitoba has a two-step PNP process. Candidates submit an expression of interest (EOI) and shortlisted candidates are issued a letter of advice to apply for PNP. Once the PNP application is submitted, approved candidates are given a nomination.
However, not all letters of advice translate into nominations. And given the time taken for candidates to apply for the PNP program, get evaluated, and receive a nomination, the numbers don’t go hand in hand.
Manitoba PNP Letters of Advice to Apply: January to June 2026
Between January and June 2026, Manitoba conducted 12 rounds of invitation for its PNP program. In all, 1,833 letters of advice to apply were issued.
1,296 letters of advice to apply (70 percent of the total) were issued under the base streams. The remaining 537 were issued to candidates with a valid Express Entry profile number and job seeker validation code.
Skilled Worker Stream
Most letters of advice to apply — 1,210 or 66 percent — were issued under Manitoba’s Skilled Worker Stream.
Occupation-specific Selection
The province also conducted two occupation-specific selection rounds. Under these,
- 192 letters of advice to apply were given to health care candidates, and
- 431 to candidates in education-related occupations (secondary school teachers, elementary and kindergarten teachers, early childhood educators and assistants, and elementary and secondary school teacher assistants).
Saskatchewan Immigrant Nominee Program
The SINP divides its 2026 nominations across three sector categories. Priority sectors — health care, agriculture, skilled trades, mining, manufacturing, energy, and technology — have at least 50 percent of the 4,761 annual nomination spaces reserved for them. Candidates in priority sectors can apply at any time, including from outside Canada, and are not subject to work permit timing restrictions.
Three sectors are capped: accommodation and food services, trucking, and retail trade. Together, these account for a maximum of 25 percent of the annual allocation. Candidates in capped sectors must have six months or less remaining on their work permit at the time of application. Capped sector candidates can only apply during designated intake windows, of which Saskatchewan holds six throughout the year. The most recent window was on July 6 and 7, 2026. The next intake for capped sectors is scheduled for September 7, 2026.
All remaining sectors have open intake year-round but are not separately reserved.
SINP Nominations: January to June 2026
The province of Saskatchewan has a nomination allocation of 4,761 for 2026. As of June 30, 2026, Saskatchewan has issued 2,628 nominations. This means the province has used up 55 percent of its allocation room for the year.
However, the province has not revealed how these nominations are divided among Express Entry and non-Express Entry PNP streams.
SINP Priority Sectors
The priority SINP sectors for 2026 are health care, agriculture, skilled trades, mining, manufacturing, energy, and technology. At least 50 percent of the nomination room is reserved for these sectors.
So far this year, 1,466 nominations have been issued for these priority sectors, using up 62 percent of the 2,380 allocation.
Capped Sectors
Nominations for certain sectors, including Trucking, Accommodation, Food Services, and Retail Trade, are capped at 25 percent of the total SINP allocation.
718 out of the 1,190 nomination spaces under these sectors have been filled. 40 percent of spaces remain available for the second half of the year.
Other Sectors
1,191 nomination spaces under the SINP are for other sectors. However, only 37 percent of these were used by June 30, 2026, with 747 spaces still remaining.
What to Watch in the Second Half of 2026
Manitoba still has substantial room left in its 2026 nomination allocation. Occupation-specific selections for health care and education in the first half of the year suggest these will remain priorities for draws through December. If you are in Manitoba’s EOI pool and your occupation falls in one of these areas, watch closely for targeted selection rounds in the second half of the year.
In Saskatchewan, priority sector candidates still have roughly 45 percent of the overall allocation available and can apply at any time. For capped sector candidates, the September 7 intake is the next opportunity to submit an employer position assessment. With 40 percent of capped sector spaces still available, there is room for further nominations, but competition within each intake window is high, and spaces fill on a first-come, first-served basis.
