On the eve of Budget 2025 and the release of the new Immigration Levels Plan (2026–2028), Immigration, Refugees and Citizenship Canada (IRCC) quietly dropped the Express Entry 2024 report, and it’s packed with insights about what really happened in the Express Entry system last year.
This week we celebrate the 13th edition of National Francophone Immigration Week, a moment to recognize the growing role of French-speaking newcomers in shaping Canada’s future. It also comes at a key time, as the federal government prepares to unveil its 2026–2028 Immigration Levels Plan, initially expected this week, though no firm release date has been confirmed yet.
For the first time, Canada’s Immigration Levels Plan and the federal budget will be released on the same day, tomorrow, November 4, 2025.
As we head into the first week of November, it’s looking likely that we’ll be left a little disappointed. Despite Prime Minister Mark Carney’s assurances that the upcoming federal budget due to be released November 4, will include a new Immigration Levels Plan, officials still aren’t sure when the full plan will actually be released, or whether we’ll just get part of it.
