Manitoba has issued 35 new Letters of Advice to Apply (LAAs) in its latest Expression of Interest (EOI) Draw #258 on November 21, 2025.
Like many of this year’s rounds, the province kept its focus tight, selecting only candidates who were directly invited through strategic recruitment initiatives.

Where This Draw Fits into Manitoba’s 2025 Pattern
This latest round wasn’t one of Manitoba’s larger draws of the year, but that’s not unusual. Manitoba’s pattern in 2025 has swung between massive rounds of invitations like in September (911) and October (862) and smaller, laser-focused ones like this one.
If you look at just the last few draws:
- November 6 brought 47 invitations, mostly through strategic initiatives.
- October 23 saw another tight round with 29 invitations through the skilled worker stream.
What this tells us is that Manitoba doesn’t treat every draw the same. The province swings between high-volume and targeted rounds.
This November 21 draw fits neatly into the “targeted” category, aimed squarely at people Manitoba already engaged through employer outreach, Francophone networks, regional partnerships, or the Temporary Public Policy.
Over the past several months, Manitoba has consistently run two draws per month; this draw is the second draw of November, keeping with that pattern. And if that pattern continues, it wouldn’t be surprising to see two more rounds in December as the province wraps up 2025 and works through its expanded allocation.
Manitoba’s Extra 2025 Nomination Capacity
It’s also worth noting that Manitoba received a major allocation boost in October – 1,489 additional nominations, raising its 2025 allocation to 6,239 after beginning the year with a 50% cut. This expanded capacity gives the province more room to support labour market needs and may shape how the final draws of 2025 unfold.
Based on our internal estimates, Manitoba has issued over 6,500 invitations so far this year – but invitations don’t equal nominations, and many provinces typically invite far more candidates than it ultimately nominates. There is no indication the province has exceeded its 2025 nomination cap.

Trends in This November 21 Draw
Francophone selection stays steady
Eight Francophone candidates were selected – lower than some earlier rounds but consistent with Manitoba’s long-standing commitment to supporting French-speaking newcomers.
Regional Communities remain a priority
Eight invitations went to candidates tied to Manitoba’s regional communities. Manitoba continues to widen the benefits of immigration beyond Winnipeg, reinforcing retention in smaller labour markets.
Employer Services leads again
With 18 invitations, Employer Services continues to be one of the most common selection categories in targeted rounds.
A small TPP presence
Only one invitation came through the Temporary Public Policy this time—a noticeable shift from September draws where TPP dominated.

Keep your EOI profile accurate. Many candidates lose out because of outdated language tests or missing invitation numbers.
