Program-by-Program Breakdown
As of September 30, 2025, IRCC is managing 2,200,100 total applications in its inventories – meaning every file they’ve received that hasn’t been finalized yet. These figures come directly from IRCC’s latest publicly released inventory update on Canada.ca, which outlines how many applications are currently in the system across all immigration streams. Some of these files are still moving within normal service standards (the timelines IRCC aims to meet), while others have passed those timelines and fall into what’s known as the backlog.
Right now, 1,203,400 applications (55%) are within service standards, and 996,700 applications (45%) are in the backlog. The backlog remains significant, but more than half of all files are being processed within IRCC’s expected timelines. IRCC’s broader goal is to process 80% of applications within those timelines, which effectively creates a 20% backlog target.
Temporary Residence
IRCC is currently processing a huge volume of temporary residence applications, including visitor visas (TRVs), work permits, and study permits.
Out of 1,028,500 total temporary residence applications:
- Within service standards: 567,400
- Meeting service standards rate: 55%
Backlogs in temporary residence categories continue to fluctuate significantly month-to-month, especially in TRVs and study permits.

Temporary residence makes up a huge part of IRCC’s workload, and you can really see it in the numbers. Between January 1 and September 30, 2025, officers finalized a massive 451,300 study permit applications and more than 1,016,500 work permit applications – and that’s counting extensions toof. Even with that sheer volume of decisions, there’s still a sizeable chunk sitting in IRCC’s inventories, which helps explain why these categories remain some of the most volatile in the system.
- TRVs: Anywhere from 50% to 75% backlog depending on the month
- Study permits: Wild seasonal swings, often jumping from 15% to 45%
- Work permits: Never really stay steady – they can sit as low as the mid-20% range and then jump all the way up to 55% or more.
Permanent Residence
Permanent residence is slightly calmer but there are still 913,800 total applications.
- Within service standards: 431,400
- Meeting service standards rate: 47%
Between January 1 and September 30, 2025, IRCC made 335,500 permanent residence decisions and welcomed 310,500 new permanent residents.
Express Entry – Federal High Skilled
Backlogs in Express Entry remain close to IRCC’s target:
- Backlog fell dramatically from more than 90% in 2022 to near 20% throughout 2023–2025.
- Projections show mostly stable levels around the target through late 2025.
Provincial Nominee Program (Express Entry)
PNP-EE is experiencing more volatility:
- Current backlog fluctuates between 45%–50%, above IRCC’s 20% target.
- Projections are actually slightly higher than the current backlog moving into 2026.
Family Sponsorship (Spouses, Partners & Children – Outside Quebec)
One of IRCC’s strongest areas:
- Backlogs have steadily improved to around 15–17% since early 2024.
- Projections show a gradual return to the 20% target by late 2025.
Citizenship
Citizenship processing remains one of IRCC’s best-performing categories.
- Total citizenship applications: 257,800
- Within service standards: 204,600
- Meeting service standard rate: 79%
Citizenship Grants
- Backlogs have dropped from ~46% in early 2022 to ~17–21% through 2024 and 2025.
- Projections show stabilization around IRCC’s 20% target.

What does this actually mean if you’re waiting?
- Processing won’t be linear, and that’s normal for IRCC
