The November 25 Provincial Nominee Program (PNP) Express Entry draw issued 777 invitations to apply (ITAs) to candidates with a minimum Comprehensive Ranking System (CRS) score of 699. This is the second PNP-specific draw of the month, following the November 10 round that invited 714 candidates.

Before we dig into the deeper analysis, we wanted to note that today’s draw took place on a Tuesday. This deviates from the usual PNP draw pattern. These draws typically happen on a Monday, unless there’s a public holiday on the Monday – in which case the draw gets pushed to a Tuesday. We aren’t certain whether this signals a new pattern for PNP draws or is just a one-off delay. We’ll keep an eye on this trend!

Our Analysis of This Express Entry Draw 

The November 25 PNP draw invited 777 candidates with a CRS cut-off of 699, continuing what’s been an active period for provincial nominations. And if you’ve been watching the pattern this fall, none of this feels surprising. 

Provinces have been stepping up their nomination activity for months, and this draw reflects that change. The earlier November 10 PNP round issued 714 invitations with a cut-off of 738, so today’s draw is slightly bigger and comes with a noticeably lower CRS requirement. 

A Look at PNP Invitations This Year 

With this draw added to the tally, provinces have issued 9,376 PNP invitations through Express Entry in 2025. The PNP has also become one of the most active draw categories this year. 

How This Draw Fits Into PNP Trends 

This is the second-largest PNP draw of the year, with only the April 14 (825 ITAs) round beating it. As for the CRS score, 699 is relatively low by PNP standards. Over the year, most PNP cut-offs have hovered in the 726–855 range. So, this larger draw is likely influenced by both higher nomination activity from provinces and a lower CRS cut-off that widened the invitation range. 

What This Draw Hints for 2026 

Canada’s immigration strategy is leaning more on provincial selection. The 2026 Immigration Levels Plan raised PNP admissions from 55,000 in 2025 to over 91,000 in 2026. Provinces will have more space to nominate workers, and that inevitably spills into Express Entry. 

So yes, it’s another draw update. But it’s also part of a noticeable shift toward regional selection, where provinces aren’t just participating – they’re driving the momentum. If this fall has been any indication, 2026 could be the year the PNP becomes the central focus rather than one of several moving parts. 

Updated Pool Snapshot Before the Draw 

A few days before this round, the Express Entry pool contained 245,758 candidates, with: 

  • 705 candidates scoring 601+ (all PNP nominees)
  • 26,213 in the 501–600 range
  • 68,589 in the 451–500 range
  • 69,958 in the 401–450 range, the largest segment 

Is the PNP Still a Good Option? 

Absolutely. In fact, it might be one of the most reliable pathways heading into 2026. Provinces are adjusting their streams and targeting real labour shortages. Nomination quotas will grow next year, and historically, when quotas grow, opportunities grow too. 

Many provinces are rewarding local work experience, targeting in-demand roles, or giving priority to candidates already living in the region. If you’ve been hesitant about exploring PNPs, this month alone has delivered two strong reminders that it’s worth paying attention to.
