The 2026 International Experience Canada (IEC) season is now roughly halfway through. If you are hoping to secure a Working Holiday work permit this year, the big question is simple: do you still have a realistic chance of receiving an invitation?

At the end of June, some IEC Working Holiday pools still had plenty of spots available and relatively few candidates waiting. Others were much more competitive, with thousands of candidates competing for a small number of remaining places.

International Experience Canada (IEC) is a program that allows youth aged 18-25 from participating countries live and work in Canada. IEC includes three categories:

It’s also the most flexible option for young people who want to come to Canada, as it doesn’t require a job offer in order to apply. Both Young Professionals and International Co-op require candidates to have work arranged prior to applying.
Another advantage of the Working Holiday program is that it gives participants an open work permit, meaning that participants can work for almost any employer in any location across Canada. An open work permit also allows candidates to stop working and change employers whenever they’d like.
Young Professionals and International Co-op both result in closed work permits tied to specific positions with specific employers.
How Has the 2026 IEC Season Unfolded So Far?
At the halfway point, the 2026 IEC season looks very similar to 2025.
IRCC has issued 80,746 IEC invitations in the first half of 2026, compared with 80,493 in the first half of 2025. Working Holiday invitations also remained almost flat, with 71,674 invitations in the first half of 2026 compared with 71,109 in the first half of 2025.

So far, it looks like 2026 is shaping up to be very similar to last year. IEC invitations are holding steady compared with 2025, though they remain below the higher invitation levels seen in the first half of 2023 and 2024.
For applicants, however, the overall number only tells part of the story. IEC is country-specific, which means your chances depend much more on your own country’s quota, pool size, and remaining spots than on the total number of invitations issued across the program.
Working Holiday Remains Most Popular IEC Program By Far
The Working Holiday program remains the most popular IEC program by far:

More than 88 percent of IEC invitations issued in the first half of 2026 were for Working Holiday candidates.
This is also where most of the competition is concentrated. At the end of June, there were 34,247 candidates waiting in Working Holiday pools for 6,181 remaining spots.
That does not mean every Working Holiday applicant has poor odds. In some countries, there are still more spots available than candidates in the pool. In others, the competition is extremely tight.
Which Countries Have Received the Most IEC Invitations in 2026?

The biggest countries for IEC invitations in 2026 are mostly the usual suspects: the UK, France, South Korea, Australia, and Japan. The following country-by-country breakdowns combines invitations and spots for all three IEC programs.

But again, invitation totals do not tell the full story. France has received more than 13,000 IEC invitations this year, yet French Working Holiday applicants still face one of the most competitive pools. Meanwhile, South Korea has received more than 10,000 invitations, but still had thousands of Working Holiday spots available at the end of June and only a small number of candidates in the pool.
Who Still Has the Best Chance of Receiving a Working Holiday Invitation?
Some Working Holiday pools still look very promising for the second half of 2026. The five most popular IEC countries with large pools and “excellent” chances of receiving an invitation are:

Citizens of South Korea, Australia, Germany, Italy, and New Zealand are in a very strong position. These countries all had more available Working Holiday spots than candidates in the pool at the end of June.

Where is Competition Toughest for IEC Invitations?
Other Working Holiday pools are much more competitive.

France is the clearest example of how competitive IEC can become. French candidates received a large number of IEC invitations in the first half of the year, but demand remains extremely high. At the end of June, more than 16,500 French Working Holiday candidates were still in the pool, with fewer than 100 spots remaining.
Chile, Taiwan, Costa Rica, Japan, and the UK also face difficult odds. These pools still had many more candidates than available spots.
A “very low” chance does not mean an invitation is impossible. Candidates can leave the pool, decline invitations, or become ineligible, and IRCC may continue issuing invitations for several more months. On occasion, Canada may even increase the quota mid-season, improving the odds of selection.
But applicants in these pools should be realistic and consider backup options, like trying to land a job offer for the Young Professionals program, or delaying their Working Holiday plans until next season.
What Should IEC Candidates Do Now?
If your country still has strong Working Holiday odds, don’t overthink it. If you’re eligible and you want to come to Canada, enter the pool as soon as possible.
If you’re approved for a work permit, you’ll be issued a Port of Entry (POE) letter which allows you to travel to Canada and activate your work permit. The POE letter is usually valid for 12 months, but your work permit validity doesn’t start until you land in Canada and trade over your POE letter for the permit itself. This means that you could apply for IEC this year and wait until late 2027 before travelling to Canada and starting your adventure.
On the other hand, if your country has very low odds, it may still be worth staying in the pool, but you should avoid building your entire Canada plan around receiving an IEC invitation this year.

Halfway through the year, the 2026 IEC season looks remarkably similar to 2025 at the overall level. Invitation numbers are steady, Working Holiday continues to dominate, and the largest partner countries are still driving most of the activity.
