Manitoba closed out 2025 with a large Provincial Nominee Program draw. On December 31, 2025, the Manitoba Provincial Nominee Program (MPNP) held Expression of Interest Draw #261. The province issued a total of 421 Letters of Advice to Apply (LAAs) through the Skilled Worker streams.
This draw included two separate selections. One focused on workers already employed in Manitoba, while the other targeted candidates invited through strategic recruitment initiatives.

A Closer Look at the Numbers
1) Skilled Worker in Manitoba (Occupation-Specific Selection)
Manitoba issued 353 LAAs to candidates who are currently working in Manitoba in select occupations, mainly in the health field.
The draw considered candidates working in health occupations, as well as those in the following NOC unit groups:
- 00013 – Senior managers (health, education, social/community services)
- 12111 – Health information management occupations
- 13112 – Medical administrative assistants
- 21110 – Biologists and related scientists
- 21120 – Public and environmental health and safety professionals
- 41301 – Therapists in counselling and related specialized therapies
- 41404 – Health policy researchers, consultants and program officers
- 44101 – Home support workers, caregivers and related occupations
2) Skilled Worker Stream (Strategic Recruitment Initiatives)
Manitoba also issued 68 LAAs to candidates invited through strategic recruitment initiatives.
Invitations were distributed across these initiatives:
- Employer Services: 7
- Francophone Community: 13
- Regional Communities: 32
- Ethnocultural Communities: 13
- Temporary Public Policy (TPP): 3
Express Entry Numbers
Out of the 421 total LAAs, 118 candidates said they had a valid Express Entry profile and job seeker code.

What This Draw Means
Manitoba used this round to focus on people who are already working in the province, especially in health-related roles.
This draw shows that Manitoba ended the year with a targeted approach, focusing on specific occupations and invited candidates. If you weren’t invited directly through a recruitment initiative, your profile would only be considered in the occupation-specific draw if you were working in one of the listed roles.
Important Notes for Candidates
Manitoba said Skilled Worker Stream profiles were only considered if candidates were directly invited through a strategic recruitment initiative or through the Temporary Public Policy.
If you think you should’ve been selected but weren’t, Manitoba says this often happens because:
- Your language test info is missing, invalid, or expired, or
- You entered an invitation number that isn’t valid
Manitoba also warned that people who claim they are working in a regulated occupation must be properly licensed. If you can’t prove it, the MPNP may refuse the full application later.
Candidates under the International Education Stream (IES) were not considered in this draw. This round was focused only on the Skilled Worker streams.
What We Know So Far About MPNP in 2026
We’re still waiting to hear how many nominations Manitoba will receive in 2026. The province gets its annual total from the federal government, but the number hasn’t been released publicly yet.
There’s a chance Manitoba could receive a larger allocation in 2026, since the federal government plans to increase overall PNP spaces. But early allocation updates have been mixed. British Columbia has already confirmed its 2026 number, and it came in lower than the province expected. Saskatchewan has also released its 2026 allocation and will receive 4,761 nominations, the same as its final total for 2025. Other provinces could also see changes, and not all of them will be positive.
Still, Manitoba was one of the more active PNP programs in Canada throughout 2025. The province held 25 draws and issued around 10,074 Letters of Advice to Apply (LAAs) across the year. Manitoba also had 6,239 nominations allocated for 2025, which helped keep the program moving more consistently than many other provinces.
In terms of programs, the Skilled Worker in Manitoba and International Education pathways received the most LAAs in 2025. That pattern could stay similar in 2026, but final priorities will depend on Manitoba’s nomination space and labour market needs once the federal allocation is confirmed.
