As of September 30, 2025, IRCC is managing 2,200,100 total applications in its inventories – meaning every file they’ve received that hasn’t been finalized yet. These figures come directly from IRCC’s latest publicly released inventory update on Canada.ca, which outlines how many applications are currently in the system across all immigration streams. Some of these files are still moving within normal service standards (the timelines IRCC aims to meet), while others have passed those timelines and fall into what’s known as the backlog.
Right now, 1,203,400 applications (55%) are within service standards, and 996,700 applications (45%) are in the backlog. The backlog remains significant, but more than half of all files are being processed within IRCC’s expected timelines. IRCC’s broader goal is to process 80% of applications within those timelines, which effectively creates a 20% backlog target.
IRCC is currently processing a huge volume of temporary residence applications, including visitor visas (TRVs), work permits, and study permits.

Backlogs in temporary residence categories continue to fluctuate significantly month-to-month, especially in TRVs and study permits.

Temporary residence makes up a huge part of IRCC’s workload, and you can really see it in the numbers. Between January 1 and September 30, 2025, officers finalized a massive 451,300 study permit applications and more than 1,016,500 work permit applications – and that’s counting extensions toof. Even with that sheer volume of decisions, there’s still a sizeable chunk sitting in IRCC’s inventories, which helps explain why these categories remain some of the most volatile in the system.
Permanent residence is slightly calmer but there are still 913,800 total applications.
Between January 1 and September 30, 2025, IRCC made 335,500 permanent residence decisions and welcomed 310,500 new permanent residents.
