On July 2, 2026, Quebec is reopening intake for family reunification undertaking applications, with a cap of 15,700 submissions across a two-year window.

The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) will accept undertaking applications from July 2, 2026 through June 30, 2028. The new period follows a family sponsorship closure that has been in place since July 2025, when Quebec’s previous intake cap was reached ahead of schedule.

A ministerial order with full operational details, including the reception calendar that determines when applications can be filed, will be published on June 23, 2026.

Family Sponsorship in Quebec Has an Extra Step

In most of Canada, sponsoring a family member means filing a single application through Immigration, Refugees and Citizenship Canada (IRCC). Quebec is different.

Under the Canada-Quebec Accord, the province manages its own immigration targets and selection criteria. That means if you are a Quebec-based sponsor, you must complete two separate processes: first, obtain a letter of eligibility to sponsor from IRCC, and second, submit a provincial undertaking application to MIFI.

The new intake period only applies to the provincial undertaking step. The ceiling on applications makes it possible to remain within the annual immigration levels planned by Quebec in the family reunification category.

How the 15,700 Family Reunification Spots Are Divided

The total intake is split into two sub-categories. Up to 13,300 undertaking applications are available for guarantors sponsoring a spouse, common-law partner, or conjugal partner. The remaining 2,400 are for guarantors sponsoring a parent, grandparent, or other eligible relatives.

If either sub-category reaches its ceiling before June 30, 2028, MIFI will stop accepting applications in that category for the rest of the window.

The Reception Calendar and What It Means for Your Application

The intake will not be on a first-come, first-served basis. To prioritize people who have been waiting a long time to submit, the reception of applications will be split across different reception periods.

These periods will be based on the date of the eligibility letter issued by IRCC. Applicants with older eligibility letters get access to earlier submission windows.

The reception calendar with specific dates for each period will be released on June 23.

If an application is received before the applicable reception period specified in the calendar, it will be considered ineligible and returned. There is no grace period, and your application won’t be held and processed later. You would need to resubmit during the correct period.

Who Is Exempt from These Limits

Some types of sponsorship applications are exempt from these caps and reception calendar rules. Between July 2, 2026 and June 30, 2028, MIFI will receive undertakings from sponsors for the following applications without counting towards the 15,700 ceiling:

  • A dependent child
  • A minor child you wish to adopt
  • An orphaned minor child who is your sibling, nephew, niece, grandson, or granddaughter

If you’re adding a child or spouse to an existing undertaking where that family member is already waiting for permanent resident admission, that application is exempt as well.

For any of these categories, you don’t need to wait for a specific reception window to open before submitting. However, applications can only be submitted from July 2, 2026.

Submitting a Complete Sponsorship Application for Quebec

Your undertaking application must be submitted by postal mail to the address listed on Quebec.ca. You cannot submit this application in person at MIFI offices. Each envelope must contain only one application.

Your submission package must include:

  • The completed undertaking forms from Quebec.ca, along with all the supporting documents
  • Your IRCC letter of eligibility, or, for in-Canada spousal applications, IRCC’s confirmation of receipt

The date on the IRCC letter of eligibility or confirmation of receipt must fall within the reception window assigned to you. If it doesn’t, your undertaking application will be returned as ineligible.

If your package is missing documents, it will be returned. MIFI won’t contact you to request what’s missing.

What To Do Next

The intake window for undertaking applications in the family reunification category opens on July 2, 2026. The reception calendar will be available on June 23, giving you a couple of weeks to get organized.

Start by confirming the date on your IRCC letter of eligibility. That’s the date MIFI will use to assign your submission window. If you haven’t received your federal eligibility letter yet, you will have to wait. You can’t file an undertaking application without it.

Download the undertaking application forms from Quebec.ca and start working through the document checklist. Gather all the paperwork you will need for your undertaking application. If any documents need to be translated, factor that into your timeline now. If needed, speak with a qualified immigration consultant, so you are ready to submit as soon as your reception window opens.

Read the ministerial order when it’s published on June 23. That’s when you’ll know which window applies to your eligibility letter date and can plan your submission timeline accordingly.

Once your reception window opens, don’t sit on your application. Keep in mind that MIFI will close intake once the ceiling for each category is reached, so get your application submitted as soon as you can.
