Who is Eligible for a Manitoba PNP Open Work Permit?

  • Work permit status: You must meet one of the following conditions:
    • hold a valid work permitor
    • have held a valid work permit on May 7, 2024, that has since expired, and have applied for a new work permit as well as an extension or restoration of your temporary resident status, or
    • have been authorized to work under maintained status on May 7, 2024, after submitting a work permit renewal application on or before that date, and have since applied for a new work permit and an extension of your authorization to remain in Canada.
  • live in Manitoba as a temporary resident
  • have a current job in Manitoba
  • have a letter of employment from your employer
  • hold an open work permit support letter from the Government of Manitoba issued on or before December 31, 2025
  • have been placed in the Manitoba Provincial Nominee Program (MPNP) Expression of Interest pool on or before December 31, 2025

Applicants who have already received a provincial nomination are not eligible under this temporary public policy.

Documents Required for a Manitoba PNP Open Work Permit Application

Your application should include the following documents:

  • a Manitoba open work permit support letter dated on or before December 31, 2025
  • a letter of employment from your Manitoba employer
  • copy of your current or expired work permit
  • copy of a valid passport
  • a digital photograph
  • proof of payment of application fees
  • any additional documents requested by IRCC

Eligible applicants must apply online through their IRCC secure account before the temporary public policy expires on December 31, 2027.

When completing the online work permit application, select “Applying for an open work permit under an active public policy or pilot program announced by IRCC.” This will display the open work permit application for the Manitoba Workforce Transition Bridge.
